Default Can Medical Residencies stop being funded by Medicare?

One of the problems with funding new medical residencies is that they are funded through congress approving medicare money for them. What if this was stopped and the funding came out of the general fund? What if congress just directly through a bill just funded residencies eliminating the expenditure from the now broke Medicare system? I believe it could be and should be done. They could then have the number of residencies we need in the USA, for example **EDITED**
